Job Summary:
Lead a high-performing team of program managers responsible for complex product and technology initiatives. You will partner with senior Product and Engineering leaders to align roadmaps, dependencies, launch plans, and execution across a portfolio of products. This role will establish effective governance and data-driven decision-making, resolve complex cross-organizational dependencies, and coordinate programs from planning through global launch. You’ll also develop program management talent and strengthen execution practices that enable teams to deliver customer and business outcomes at scale.

Essential Responsibilities:
Scope: The project & program responsibilities are focused on the delivery of a product or computer-based system from design to release for customers.
Plan and manage a portfolio of engineering operational programs.
Provide technical guidance and support to program teams.
Establish and maintain program management processes and standards.
Monitor program progress and performance against objectives.
Communicate program status and issues to senior leadership.
Manage program budgets and resources.
Foster a culture of continuous improvement and innovation.
Minimum Qualifications:
8+ years relevant experience and a Bachelor’s degree OR Any equivalent combination of education and experience.
Experience with program management methodologies and tools within an engineering environment.
Additional Responsibilities & Preferred Qualifications :
15+ years of overall professional experience preferred, including 8+ years of program management experience.
Demonstrated people leadership experience, including coaching and developing program management talent.
Extensive experience coordinating multiple teams delivering complex software or product-development initiatives.
Proven track record managing complex development programs that deliver technical solutions, business outcomes, and improved customer experiences.
Experience developing integrated program and release roadmaps for major software implementations with concurrent releases.
Strong experience with Agile software development and lifecycle-management methodologies, including Scrum.
Experience developing program-level artifacts, governance frameworks, launch criteria, and execution plans for large-scale technology initiatives.
Strong knowledge of project/program management processes, tools, templates, and management techniques.
Demonstrated ability to establish effective matrixed relationships across Product, Engineering, business stakeholders, multiple geographies, and Centers of Excellence.
Ability to communicate complex technical concepts, program decisions, risks, and plans effectively across audiences ranging from working teams to C-level stakeholders.
Demonstrated ability to navigate ambiguity, exercise sound business judgment, and drive decisions across complex organizations.
Payments or FinTech industry experience is preferred.

Lead, coach, and develop a high-performing team of technical program managers.
Partner with senior Product and Engineering leaders to align product roadmaps, priorities, dependencies, and execution across a portfolio of initiatives.
Lead portfolio planning activities and develop integrated release and program roadmaps aligned with enterprise planning expectations.
Establish effective governance across complex programs, providing visibility into timelines, dependencies, risks, resource constraints, and execution readiness.
Proactively identify and resolve cross-product and cross-organizational dependencies, contentions, and significant delivery roadblocks.
Define measurable program KPIs aligned with overall product outcomes and use data to inform program decisions.
Design and coordinate pilots and beta programs for new product capabilities.
Establish clear gating criteria with business partners to support launch readiness and Go/No-Go decisions.
Define launch strategies for new product capabilities, including geographic scope, rollout sequencing, timing, ramp plans, and analytics.
Coordinate execution across adjacent programs, global regions, business partners, and other external stakeholders.
Drive program implementation in accordance with PayPal’s product lifecycle management practices.
Identify cross-product and cross-program synergies and opportunities to simplify or better align execution across teams.
Lead program retrospectives and translate lessons learned into improvements in planning and delivery practices.
